Statement from NAPIT

25th of August 2011

To whom it may concern

National Association of Professional Inspectors and Testers working in Commercial and Industrial Locations

Request for Information
The National Association of Professional Inspectors and Testers (NAPIT) is a leading professional organisation dedicated to raising and maintaining standards of inspection and testing of electrical installations throughout the commercial, domestic and industrial sectors.

NAPIT was founded as a not-for-profit trade association in 1992 and has a rapidly expanding membership of over 10,500 NAPIT approved competent persons including electricians, plumbing, heating and ventilation engineers.

In 2004, NAPIT was approved and listed by the Department for Communities and Local Government (as the ODPM) to manage two competent person self-certification schemes (Defined and Full Scope) for electrical installers under Part P of the Building Regulations which, as you are aware, is enforced by local authority Building Control disciplines.

Our quality documents, under BS EN ISO/IEC17024: 2003, set out the processes to ensure Electrical Contractors meet and continue to maintain appropriate levels of competency.

The approval process involves our partner Certification Bodies, which are accredited by the United Kingdom Accreditation Service (UKAS) to undertake this function.

NAPIT’s expertise is highly regarded within the municipal, commercial and industrial sectors.

NAPIT continues to provide training to Local Authority Building Control officers.

NAPIT has arguably one of the most rigorous membership entry and assessment requirements within the Commercial and Industrial Sectors. We are currently the only CP Scheme which has been recognised by UKAS for the assessment of our members. We will not, for instance, permit qualifying supervisors to certify work which they have not personally overseen and tested!  We maintain a role of both Approved Member Companies and their Competent Persons.

Members are reviewed against stringent criteria of
·                           Financial standing
·                           Continuing Professional Development and qualifications
·                           Conformity of work against the British Standard and associated normative documents
·                           Contractual work practises
·                           Public Liability Insurance
·                           Health and Safety Policy and Complaints Procedure
·                           Test Instrumentation
·                           Recording systems for Electrical Certification, Building Control Notifications and Invoicing

NAPIT electrical members have been deemed by Constructionline to meet the technical requirements in electrical categories A1.

NAPIT members will not, therefore, be subject to a technical assessment in any application for listing with Constructionline. NAPIT is a member of the management and technical committees of Electrotechnical Assessment Scheme (EAS), the same as ECA, NICEIC and SELECT and supports the UKAS ISO17024 individual competence certificate.

Finally, NAPIT sit on the Joint IET/BSI Technical Committee JPEL/64, which agrees the BS7671 standard.  Page eight of BS7671 – Requirements for Electrical Installations (IEE Wiring Regulations 17th Edition 2008) confirms our position. We have been very heavily involved in the writing of the current BS7671 and the forthcoming BS7671:2008 (Amendment 1 2011) 17TH Edition

Yours sincerely
